Five-year agreement will replace a 20-year-old financial platform with an integrated cloud system covering public finance, procurement, payroll and citizen services.
The Government of Vanuatu has signed a five-year contract worth VT878 million (AU$10.47 million) with Infor Global Solutions (ANZ) Pty Ltd to modernise its public financial management and human resources systems. The project, funded by the Vanuatu Government with support from the Australian Government, marks a significant step in the country’s wider digital transformation programme.
Under the agreement, Vanuatu will implement Infor CloudSuite Public Sector as a whole-of-government platform, replacing SmartStream, which has supported government operations for more than two decades but no longer fully meets the country’s evolving public financial management requirements.
The integrated platform will bring financial management, budgeting, procurement, asset management, human resources and payroll onto a common digital environment. The initiative is expected to reduce disconnected manual processes, strengthen financial controls and provide more timely information for government planning and decision-making.
“This will help strengthen our accountability system, and it will help us reach every level of Government. With this system, we want to connect all the islands of Vanuatu.” — Hon. Johnny Koanapo Nies Rasou, Deputy Prime Minister and Minister of Finance and Economic Management, Vanuatu
A major component of the programme is the introduction of digital portals for citizens, businesses, suppliers and public servants. Citizens and businesses will be able to access services, submit applications and make payments online. Suppliers will be able to receive purchase orders, submit invoices and track payments electronically, while public servants will gain secure access to leave applications, payslips, personal records and recruitment processes.
Deputy Prime Minister and Minister of Finance and Economic Management, Hon. Johnny Koanapo Nies Rasou, described the project as a new chapter in the government’s digital transformation, with the potential to improve public resource management and accountability. He highlighted its importance for citizens in remote communities, who could access services through mobile devices rather than travelling long distances and waiting in queues.
Michelle Thurecht, Head of Services Industries, Infor Pacific, said the company was honoured to partner with the Vanuatu Government in delivering CloudSuite Public Sector as a whole-of-government platform, laying the foundation for continued improvements in public services.
Implementation is already underway, with the system scheduled to roll out in phases over the next year. The phased approach is intended to give ministries and government agencies time to transition while maintaining continuity of public services.
Beyond replacing legacy software, the project represents an effort to establish a more connected model of public administration across Vanuatu’s islands. By bringing financial, workforce and service-delivery processes together, the government aims to improve transparency, accelerate transactions and make essential services more accessible to citizens, businesses and public employees.
